The U.S. Embassy in Baku is seeking individual for the position of Protocol Specialist in the Executive Section.

BASIC FUNCTION OF POSITIONThe Protocol Specialist serves as the liaison between the Executive Office of the US Embassy Baku and the Azerbaijani Government for the purpose of communication i.e. securing appointments and providing professional interpretation/translation for the Ambassador, Charge’, Deputy Chief of Mission (DCM), other Mission officials and VIP visitors. S/he serves as the personal assistant to the Ambassador, the Charge’, the DCM, their spouses’ and other embassy officers on matters of protocol issues.

QUALIFICATIONS REQUIRED

Vacancy: Financial Specialist - Real Estate Registration Project, WB Azerbaijan

The PMU Financial Specialist will be responsible for the effective organization and operation of the financial management function of project under supervision of the PMU Manager. The Financial Specialist will work closely with the Procurement Specialist and other specialists in the PMU.

The functions and responsibility of the PMU Financial Specialist will be as follows:

-establish accounting and internal control procedures to ensure that the assets of the project are properly safeguarded;

-maintain the RERP’s accounting books and records, including any general ledger and subsidiary ledgers, and ensure that there is proper and adequate documentation to support all of the project’s transactions;

-prepare replenishment requests for WB and other requests as may be required to obtain other project funding;

-establish and maintain all project accounts for expenditures by appropriate categories, including the Project Account (Government contribution) and the Designated Account (IBRD funds) at a designated commercial bank, using sound accounting practices.

-establish and use appropriate accounting software which is accepted internationally and has the approval of the World Bank;

-implementing all policies and procedures relating to disbursement activities and the proper recording thereof in the accounting system;

-arrange payments of project costs that are appropriately authorized by the responsible party;

-prepare bank transfer and payment documentation for funds held at the bank(s) used by the project, including any bank(s) used for the project’s WB Designated Account;

-produce the financial management reports of the project as required by the Government and the WB;

-Keeping informed and up-to-date on local taxation, banking, accounting and other pertinent regulations;

-Monitor payment terms and conditions of contracts awarded for goods, works and services;

-co-operate fully with the auditor of the project to ensure that the auditing requirements of the project are satisfied as required by the WB.
