TURKISH LOBBY USES DISBARRED LAWYER TO SLANDER ARMENIANS

* About the Author: Samuel Weems has no apparent credentials or qualifications in the field

of Armenian studies.Weems is a retired "industrial development specialist," who previously

worked in the town administration of Hazen, Arkansas, a mostly rural community of

approximately 1,600 people. (Arkansas Democrat-Gazette [ADG] 6-26-87)

* In 1974, Weems was "tried and found guilty of serious violations of the Code of Professional Conduct ." (SupremeCourt of Arkansas 10-4-82) He was subsequently disbarred as a lawyer

on charges of "mixing clients' money with his own."

In 1975, the Arkansas Supreme Court upheld the disbarment, saying that the "action of (Weems) in

dealing with his clients was a continuing one of fraud, deceit, misrepresentation and dishonesty."

( ADG 2-24-75) Weems' four appeals for reinstatement were unsuccessful, the latest appeal in

1988 was denied by the Arkansas Board of Law Examiners on the basis that he "engaged in the unauthorized practice of law and did not meet his financial obligations." (ADG 6-26-87, 4-2-88)

* In 1975 an Arkansas Circuit Court jury found Weems "guilty of arson and conspiring to defraud

an insurance firm."Weems was sentenced to "serve five years of a 10-year sentence on the arson charge with the remainder of the sentence suspended." On a misdemeanor charge involving conspiracy to commit a felony, Weems was sentencedto a 360-day county jail term. ( ADG 6-21-75) These convictions were reversed on a technicality: the Arkansas Supreme Court ruled that the Circuit Court judge gave the jury an "untimely instruction on punishment" of the accused. (Arkansas

Supreme Court 3-29-76) In 1977 a civil jury found Weems guilty of conspiring to commit an arson

and ordered him and a co-conspirator to pay $30,000 to an insurance company. (ADG 4-11-91)

* In 1982 Weems pleaded guilty to writing a hot check, a misdemeanor in Arkansas. (ADG 4-11-91)

* Twice, in 1994 and 1998, Weems ran for mayor of Hazen. Weems lost both times and his appeals

questioning thelegality of elections' outcome were thrown out by state courts. (ADG 10-20-94,

Arkansas Supreme Court 7-15-99)

* Weems himself, Turkish, Azerbaijani and other sources have repeatedly misrepresented Weems

as a "lawyer"(ADG 6-26-87), "judge" (Turkish Daily News 2-13-02, Ekho 2-16-02) and even "past mayor" ( www.americaninsurancedepot.com/vacations/Ark/hazen.htm). Past and present FTAA representatives called Weems a "Christian religious intellectual" ( Turkish Daily News 1-26-02),

who "has done extensive research in London, Paris, Moscow and Istanbul." (Turkish Forum 1-14-02) There is no evidence that Weems conducted any "research" in these cities(www.stjohnpress.com/photos.htm). In fact, as one Turkish Forum contributor wrote,

Weems "recently discovered Turks," while vacationing in Turkey during August-September 2001.

Following that trip he decided to write a book.
